This book presents findings from a study commissioned by the European Commission, DG VII, titled "Infrastructure Capital, Maintenance and Road Damage Costs for Different Heavy Goods Vehicles in the EU." It aided in preparing the white book on transport infrastructure charging. Conducted by a European consortium, the project involved DIW (leading the study and responsible for Germany, Belgium, the Netherlands, Luxembourg, and Sweden), INFRAS (covering Switzerland, Denmark, Portugal, and Greece), Consultancy Dr. Herry (for Austria, Finland, France, and Italy), and NERA (for the UK, Ireland, and Spain). Running from November 1997 to March 1998, the project was overseen by a steering committee representing EU member states. The book addresses the calculation of road infrastructure and congestion costs, specifically focusing on heavy goods vehicles. This topic is significant for transport policy at both national and EU levels, reflecting a long-standing political and scientific discourse. It includes a thorough methodological comparison of existing models for calculating road capital values and costs, as well as for allocating infrastructure costs to different vehicle types.
