Humor is recognized as a universal trait, yet at first glance that trait seems to be wanting among people living under the Soviet system. A visitor is invariably struck by the somberness of people on the streets of Moscow, Leningrad, Odessa, Vilnius, Tallinn or any other city where tourists are permitted.
