Vítězstvím Severu bylo sice dosaženo zrušení černošského otroctví, přechodnou dobu však panoval zmatek, kterého využívali "nepřemožení" příslušníci jižní federace k prosazování zpátečnických tradic a k omezování volebního práva černochů.
