The goal of this piece of research is to learn more about the implications of climate change adaptation for development policy and practice. First, at policy level, the dynamics behind the evolution of climate change adaptation are explored to illustrate why the issue has recently turned into an expanding field for development aid agencies. Then, at practice level, the case study of Germany seeks to contribute to more detailed knowledge about possible entry points and those critical determinants driving and constraining the mainstreaming of climate change adaptation into the work of development assistance

“The UN Peacebuilding Commission – Lessons from Sierra Leone” by political scientist Andrea Iro is an assessment of the United Nations Peacebuilding Commission (PBC) and the United Nations Peacebuilding Fund (PBF) by analysing their performance over the last two years in Sierra Leone, one of the first PBC focus countries. The paper explores the key question of how the PBC/PBF’s mandate has been translated into operational practice in the field. It concludes that though the overall impact has been mainly positive and welcomed by the country, translating the general mandate into concrete activities remains a real challenge at the country level.

Afghanistan – die Terrorakte vom 11. September 2001 rückten das unwegsame Land in Zentralasien in den Fokus der Weltpolitik. Nach dem militärisch erzwungenen Ende der Taliban-Herrschaft und dem Zerfall staatlicher Institutionen engagieren sich die USA beim Wiederaufbau Afghanistans. Dabei befinden sich die Vereinigten Staaten in einem schwierigen Spannungsfeld zwischen Staatsaufbau und operativer Terrorbekämpfung. Andrea Iro untersucht, welche Ziele und Interessen die US-Politik in Afghanistan seit 2001 bestimmten. Welche Auswirkungen hatten die US-geführte Militärintervention und der erklärte „war on terrorism“ auf den einsetzenden Wiederaufbauprozess in Afghanistan? Diese Fragen werden unter den Gesichtspunkten der Legitimität, Sicherheit und Wohlfahrt bewertet. Die extremen Schwierigkeiten beim Wiederaufbau Afghanistans liegen demnach nicht nur in den hoch komplexen internen Rahmenbedingungen vor Ort, sondern eben auch im oftmals ambivalenten Verhalten externer Akteure wie den USA. Mit dieser Erkenntnis leistet die Fallstudie einen konstruktiven Beitrag zur Diskussion über den Zerfall staatlicher Institutionen und den Wiederaufbauprozess in Krisengebieten insgesamt.
