Security research shows the relationship between security and threats on the one hand and the law and organization on the other. In the context of relationships with the law, the point is primarily to determine whether and to what extent legal regulations allow authorities to counteract threats. This becomes particularly evident when public safety is threatened, especially with regard to the devastating effects of forces of nature and the development of civilization. Extraordinary threats to people and environment belong to the category of hazards that cannot be faced on one’s own. In order to minimize damage caused by natural forces and to re-establish normal day-to-day operation of a given city or town, joint actions must be taken.

The book contains articles about various problems related to law but considered from the point of view of safety. These two elements have become a common ground for discussion on the functioning of state institutions whose job is to either protect public order and safety, or reduce crime. Furthermore, the book deals with the phenomena of violating the provisions of law and safety regulations, which in the vast majority of cases should be considered transnational phenomena, and therefore this publication becomes a part of a broader discussion on legal contexts of safety strengthening.

This publication is an attempt to depict major problems regarding management of institutions in charge of public security. The study takes into account aspects such as civil protection, safety of population in emergency situations and crisis management. Security-related research reaches strategic significance when it sets the course of actions, is future-related, expresses the needs and challenges and is accomplishable.

Derzeit wächst stetig die Zahl an dramatischen Ereignissen, welche die Sicherheit vieler Staaten bedrohen, die ihre Sicherheitssysteme auf Grundlage ihrer Tradition und im Einklang mit ihrer Kultur, vor allem dem Gesetz, aufgeb haben. In der vorliegenden Veröffentlichung werden deshalb die wichtigsten Bedrohungen für die Sicherheit der einzelnen Staaten unter gleichzeitiger Berücksichtigung ihrer rechtlichen und organisatorischen Schutzmaßnahmen diskutiert. Heutzutage sieht sich die Menschheit mit einer Informationsflut über unterschiedliche Arten von Bedrohungen konfrontiert. Im 21. Jahrhundert erfordern die neuen Bedrohungen der Menschen, wie z. B. Terrorismus, Kriminalität von globalem Ausmaß, bewaffnete Konflikte oder die erhöhte Intensität von Naturkatastrophen, einen genaueren Blick darauf, ob das Recht noch den Rahmen bilden kann, um öffentliche Sicherheit und Ordnung zu gewährleisten.
