The general review of the European Union’s budget for 2008 and 2009 presents a unique opportunity for reflection, explicitly encouraging “without taboos” discussions that can lead to substantive changes. While it is clear that improved budgetary systems can be envisioned beyond the current EU framework—shaped by a path-dependent process and historical contexts—any proposed reform must ultimately secure unanimous approval from all 27 member states, which significantly limits the range of viable options. In light of this challenge, the ZEW project team undertook the task of exploring potential reforms for the EU's own resource system. This volume outlines their conclusions. Although our reform suggestions may initially appear piecemeal and closely linked to the existing system, we believe these seemingly minor adjustments will steer the budget towards a more rational structure. Ultimately, this evolution aims to facilitate financing for European policies that deliver genuine added value.
