The conflicts in Georgia and Gaza and the gas dispute between Russia and Ukraine have put to a test the effectiveness of the EU's foreign policy. The Treaty of Lisbon will strengthen the EU's ability to take action on an international level by reforming its institutions. However, even after it has entered into force, the key question about the EU's actions still has to be answered. What role should the EU play in international politics, and are the various states willing to agree on a common policy despite diverging national interests? The experience of the Balkans, of Russia and of the subject of energy policy shows how difficult this still is. At the 143rd Bergedorf Round Table in Berlin, which was chaired by former German President Richard von Weizsäcker, politicians, diplomats and experts from the EU, its neighbourhood and the US talked about whether a common EU foreign policy was actually possible
