Focusing on the multiple streams framework, this book evaluates its relevance to EU policy-making by defining its core concepts within the EU context. It enhances the framework to better explain agenda-setting and decision-making processes. The author formulates explicit hypotheses to empirically analyze the timing, prominence, and changes in EU natural gas directives from 1998, 2003, and 2009. The findings demonstrate the framework's effectiveness in elucidating the EU policy process while highlighting areas for further theoretical improvement.
