This book examines the obstacles to developing and integrating government Information and Communication Technology (ICT) projects and effective e-government initiatives in developing countries. It leverages the expertise of more developed Pacific states, particularly Australia and New Zealand, which excel in global e-government rankings and engage in various regional development projects. A significant issue is the failure to identify priorities and align projects with local needs in ICT/e-government efforts. Small Island Developing States (SIDS) face unique challenges, including geographical isolation, climate conditions, rural demographics, and limited ICT capacity and infrastructure. Additionally, they rely on external funding and must navigate the interests of powerful donors with conflicting agendas. E-government is seen as a transformational tool that enhances efficiency, accountability, and citizen engagement. However, SIDS governments struggle to implement successful e-government initiatives due to the aforementioned barriers and a lack of human resource capacities and effective strategies. Drawing insights from the experiences of the aforementioned states, regional organizations, NGOs, aid agencies, and the private sector, this work will appeal to researchers and students in e-government, public administration, political science, communication, information science, and social media.
