This book is open access under a Creative Commons license and presents the evolving state of evaluating climate change strategies and actions. It draws from papers and presentations at the 2nd International Conference on Evaluating Climate Change and Development in Washington DC in 2014, featuring insights from independent evaluations of major international organizations supporting climate action in developing countries, such as the Global Environment Facility. The first section provides an overview of independent evaluations conducted by multilateral development banks and organizations, addressing how policies aim for impact, the integration of climate change into development programs, and the responsiveness of operations to climate challenges. Subsequent sections focus on evaluating climate change projects and policies in relation to development, offering perspectives from international organizations, NGOs, and aid agencies. The authors discuss methodologies for understanding issues and assessing interventions, strategies, and policies, sharing challenges faced and solutions implemented. Through these contributions, the authors emphasize the critical role of evaluation in providing evidence to inform policy change and decision-making.
