Over many years, indicator-based methods have been developed and tested to support the implementation of guiding visions for sustainable spatial and urban development. Efforts to identify these indicators aim to monitor and evaluate progress at European, Federal, state, and increasingly regional and municipal levels. A key concern is land-resource policy, particularly in developing settlement areas while minimizing open space consumption. Monitoring environmental impacts is now mandated by federal and state planning laws regarding plans and programs. Notably, in relation to Strategic Environmental Assessment, there are emerging efforts within formal procedures to monitor environmental impacts and spatial development. The complexities of monitoring and evaluating urban and regional development are significant. The ARL’s Regional Working Group Bavaria has established a work group focused on this topic, reporting findings that address current challenges in Bavaria. The selected questions and cases reflect pressing issues in monitoring and evaluating rural and urban development. The focus is particularly on the role of planning concerning "soft factors" like coordination and development steering, along with the corresponding monitoring and evaluation approaches. The papers presented also consider the current state of technical developments and legal frameworks in this field.
