In October 1814, as Europe’s diplomats gather in Vienna post-war, London is gripped by a series of chilling murders reminiscent of the Ratcliffe Highway killings from three years prior. In 1811, two families were brutally slain, and a young Irish seaman, John Murphy, was arrested but died by suicide before trial, leading to a false sense of security in the city. However, the recent murder of lead investigator Sir Edwin Pym in a similar fashion reignites public fear and speculation. With the city in turmoil, Bow Street magistrate Sir Henry Lovejoy seeks the help of his friend, Sebastian St. Cyr, Viscount Devlin.
