The 2006 Congolese constitution aimed to establish political decentralization and a balance of power between government levels. However, the subsequent concentration of power and the 2011 constitutional revision undermined this framework, fostering unconstitutional governance and eroding provincial autonomy. The shift towards centralization has intensified political challenges in implementing the original constitutional intent, particularly through laws that reinforce direct central control over provinces, thereby disrupting the intended decentralization.
