Focusing on pedagogical competencies in values education, this research explores the continuing education of teachers at the Higher Institute of Educational Sciences in Cabinda. It emphasizes the significance of collaboration between educators and traditional authorities as key agents of community values. The study highlights how values function as regulators of positive practices in Angolan life and provides indicators for assessing their development. Findings suggest that education professionals are central to value transmission and must be equipped with the necessary pedagogical skills.
