Spearheaded by the Phelps-Stokes Fund and supported by several churches and major corporations, the project aimed to cultivate a compliant workforce for rubber plantations while countering the spread of Islam. It faced interruptions, notably during a yellow fever epidemic in 1929, and shifted leadership to the U.S. government post-World War II, reflecting broader geopolitical interests in West Africa.
