The study focuses on the perception of Monteria's citizens regarding local government efforts to combat animal abuse, a significant environmental issue in Colombia. It highlights the historical context of abandonment and abuse faced by animals in the city. Utilizing both quantitative surveys and qualitative documentary research, the research employs a descriptive correlational SWOT analysis. The findings aim to provide an environmental management tool for Monteria's Secretary of Government and serve as a model for other municipalities in Cordoba and across Colombia.
